  1. i think you can, try the flea market for paint and rugs... but what exactly do you want to do?
  2. It depends on the basement. How big is it? How extensive and fancy do you want to get? Are you going to do it yourself or hire a contractor? I recently submitted a bid for finishing about 1100sq feet of a basement. That included insulating the ceiling to reduce noise, changing the ceiling lights to recessed fixtures, insulating and building out the walls, drywall, trim and paint for $7200. All the electric is already in place.
