- A scraper with a exchangeable razor blade, check a flooring supply store for carpet layers.
- Other than scraping, the best thing to use is a citrus based solvent. Your local Home Depot, Lowe's, or hardware store should stock it.
- Preparation is the key for all paint jobs whether the paint is oil, latex or epoxy base. Oil or epoxy base coatings usually adherer better and priming is recommended. Latex (water) base only is sold in Los Angeles, Orange, Oxnard, Riverside, san Bernardino counties due to air quality regulations. You need to scrape as much of the material from the floor. Use appropriate solvents to minimize residual adhesive. Use fans and Lots of fresh air*** Can be deadly*** Use a degreaser to remove oils. Use an acid to etch the concrete. Use baking soda to neutralize the acid. Rinse with water between each cleaning process. Consider using a pressure washer > 1800psi. Spend time researching concrete painting on the Internet. Hire a professional.
