Should people who have woodstoves and fireplaces burning wood be required to clean or scrub the air?

It is darn hard to breath in Kittery these days. People burning wood creating soot and ash and carbon thick humid air, not exactly ripe for breathing or even taking a walk in. Should these people be required by law to scrub the air with some preciptators or cleaning devices on their chimneys? Isn't this a health hazard? If I leave a window open on my house, the smokey air comes into my forced hot air system and makes the whole house smokey? Isn't this a violation of the airspace after a certain hour?
