how does the plumbing work for showers?

here's the problem... we take showers- 90% of the hot water comes from the faucet and right down the drain and only 10% of the hot water along with the cold comes from the shower head. so we end up freezing our heads and burning our feet. is there a way to fix this problem or do we have to replace all the plumbing in the wall? Help
