  1. If its done with the intention of being art, or someone judges it as so, it is art. It can simultaneously also be an annoyance, a waste of electricity and a cry for help.
  2. Well, technically speaking, anything that you want to do and label art can be called art. The trick is if anyone ELSE will call it art. It doesnt sound like art to me, it just sounds like a manifestation of the OCD.
  3. My basic rule is that if anyone can do it without any training/practice it's not art, so no.
