What does it mean when cabinet members act like "lighting rods"?

That is their expression. It means that they think they are attracting criticism unfairly because of their exalted position. Like Larry Craig being a "lightening rod" for the ire of people with morals just because he picks up on homosexuals in public restrooms. For the rest of us it goes with their obscene salaries, expense accounts, free medical care, retirement etc.
