If you are designing a house I don't think you need to follow any Environmental abidements unless and until you don't comply with hegiene i.e. proper sewer and drainage facilities. however you may design the house where you get proper air, light and ventilation. Designing an industrial plant requires lot more analysis from the Environmental perspective and for that you need to follow Government's laws.
  3. consider all inputs & outputs, from rainfall to paint off-gasses consider locataion and relationship to neighbours, supplies and customers consider the embodied energy and end of life eg concrete vs cob
