Can ultra-violet rays from ordinary fluorescent lighting fixtures penetrate pvc pipe to affect its contents?

we have found algae in some water from a treatment plant, in an environment where none of the process is exposed to sunlight.

  1. The ultaviolet is actually absorbed by the posphors in the lamp creating the visible light. Very little gets out of the tube and it will no penetrate pvc.
